Suggestions for making the telekinetic sword buff skill permanent or close to it?

First off, is there any equipment aimed at boosting this skill (in any way) specifically? The skill I'm talking about is the lvl 85 one which has magical swords flying out behind you, just for clarification. On a 3 minute cooldown

Or is my only hope stacking as much cooldown reduction as possible, along with the epics which reset skills on cooldown?

Are there any unique or legendary items which can help me achieve this? I'm not very familiar with these types of items as opposed to...
